Financial, Other Issues See Intervention of Harrison County Schools by West Virginia Board of Education

According to WDTV, the West Virginia Board of Education voted Wednesday to declare “extraordinary circumstances” in Harrison County Schools, a move that places the district on non-approval status and allows for a partial state intervention.
 
State education officials said the decision follows monitoring and an onsite review by the West Virginia Department of Education’s Office of Accountability in late April, along with a follow-up visit in May that included interviews with school principals.
 
During Wednesday’s meeting, Office of Accountability Director Alexandria Criner outlined concerns raised in the review, including issues related to board governance. Criner said the review found concerns that county board members were getting involved in administrative decisions that are typically handled by district leadership.
 
The presentation also highlighted staffing and financial concerns. State education officials said Harrison County reported being 239 positions above the state funding formula as of Oct. 1, 2025, with about 150 of those positions funded through the district’s excess levy.
