Time Travel: Going Back to Visit City's Workforce in the 1980s and Checking in to Sistersville's Hotel Wells

This picture, which may be from the 1980s, is of city workers - likely the Bridgeport Public Works Department. Can anyone pinpoint a date and provide some names of those pictured.
This is a 1910 photo of the Hotel Wells that is located in Sistersville. Not 100 percent certain, but believe it may still there today operating at the Wells Hotel. To the right of this photo there are horses and buggies in the roadway.
