The City of Clarksburg would like to recognize and congratulate Clarksburg Police Chief Robert Hilliard on his retirement from the Department after 30 years of service. It was always Chief Hilliard’s dream to become a law enforcement officer, and that dream came true when he joined the Clarksburg Police Department in 1989 under the administration of Clarksburg Police Chief Tom Durrett and Clarksburg City Manager Dan Borroff.  (A city official confirmed his last day will be June 30).

 

Over his many years with the Clarksburg Police Department, Hilliard grew into a distinguished officer with many accolades before becoming Clarksburg’s Chief of Police. Chief Hilliard held the titles of Corporal, Sergeant and Lieutenant. He was also the Commander of the Clarksburg Police Department’s Detective Division, SWAT Team Commander, Range Instructor, Taser Instructor, Sub Gun Instructor, and Shot Gun Instructor. Chief Hilliard is the recipient of numerous Sherlock Holmes Awards and has been the recipient of the Captain Smith Award, an award dedicated to only one member of the Department. 

 

Chief Hilliard was sworn in as the 29th Clarksburg Chief of Police in December 2013. Hilliard was appointed by Clarksburg City Manager Martin Howe. Robbie Hilliard was the first African American to hold the position of Clarksburg Chief of Police. City Manager, Martin Howe stated, “Robbie had a love for the profession of Law Enforcement as well as for the Department which he served for many years. We wish him well upon his retirement and we greatly appreciate his service!”

 

During his tenure as Chief, Hilliard is responsible for the implementation of various patrols, programs, and technologies to better equip the Clarksburg Police Department such as: in-car computers, which allow officers more time in the field and easier access to the 911 CAD; Live Scan, a finger printing device that allows the Department to correspond with the FBI for real time information; the Crime Scene Unit, to better assist the Clarksburg Detective Division on major incidents; a SWAT Medic, to ensure the safety of the CPD’s SWAT Team and aid to any SWAT member who may become injured during an entry; Bike Patrol, to aid in the safety of our community and bolster the communication with Clarksburg residents; Body Cameras, to protect all parties involved in incidents through video documentation of each law enforcement – civilian interaction; a BEAT Officer, to bring a police presence to the Central Business District and the Glen Elk communities of Clarksburg that aids in the communication between the CPD and the community; the Community Action Team (CAT Unit), a partnership with the Harrison County Sherriff’s Department to focus on deterring crime in high volume call areas; Total Station, a computer system that allows for total accident 3D reconstruction; and an Abandoned Structures Detail; to help eliminate vagrant inhabitation of structures that are on the City’s Condemnation and Demolition lists. Hilliard is also responsible for the Department’s new patch design, the updated social media and Body Camera Policy, which prevents officers from sharing any information on media platforms in regard to ongoing investigations, and obtained a substation for the Department. The substation was a combined effort with the Clarksburg-Harrison Regional Housing Authority and the Clarksburg Police Department. 

 

One of his final actions as Chief, Hilliard laid the ground work to establish a K-9 Unit at the Clarksburg Police Department. Hilliard and various Clarksburg officers have been working hand in hand with Makor K9 of WV acquire a narcotics and bite K-9 for the Clarksburg Police Department. 

 

The City of Clarksburg thanked Chief Hilliard for his 30 years of service to the Clarksburg Police Department and the Clarksburg Community.
