Excess Levy Fund Utilized to Assist in Funding BOE Central Office Pay Raises; Some in Excess of $4000

According to this report from Connect-Clarksburg, the Harrison County Superintendent of Schools Dr. Mark Manchin has taken some heat from teachers and school service personnel for his decision to talk the Board of Education into approving payraises for some principals and Central Office staff that are in excess of $4,000.00 a year.  
 
Manchin recommended $800.00 annual raises for teachers and $600.00 raises for service personnel.
 
The money to fund the payraises will come from the county's Excess Levy which voters just approved in a special election.  The Excess Levy goes into effect on July 1st. 
 
During the campaign to approve the Excess Levy, Dr. Manchin nor the school board indicated to the public that payraises were part of the expenditure list for the Levy.
