Planning Commission Gives Okay to Amendment to Site Plan; Stage Set for $600,000 Residential Project

For the first time since retiring from the City of Bridgeport in December, Randy Spellman was back on official business inside of Council chambers. This time, however, he was seeking approval from the city as opposed to the one giving advice to those who do.
 
Spellman, the regional property manager for the Meadow Creek development in Bridgeport, was before the Bridgeport Planning Commission Monday. Spellman was asking for an amendment to the site development plan Meadow Creek, which is situated on Meadowbrook Road on the opposite side of the roadway from the Bridgeport Country Club.
 
In December of 2017, Meadow Creek’s site development plan had been approved for 299 units. That number has been reached and Meadow Creek is about to do more.
 
“This amendment takes us up to 314 total units,” said Spellman, the former Bridgeport Community Development Director.
 
The reason the initial plan didn’t call for 314 units is because the development didn’t have the property to build more. However, Commission President Rodney Kidd told those gathered that the development had purchased property from the West Virginia Division of Highways that will allow for another building with up to 15 units to be constructed.
 
“It will be one building and we still have a couple of buildings we need to finish on the backside … We’re looking at up to 15 units, which would be the maximum allowed, but it depends on how the final design comes out with the lay and the topography of the land. We’re trying to also determine if we need any additional handicap units.”
 
Meadow Creek acquired nearly 20,000 square feet of land from the DOH to allow for the project. Spellman said that equates to roughly half an acre.
 
“This building will be, I would estimate, in the $600,000 range once we get to it,” said Spellman.
 
Members of the Commission had a pair of concerns, both of which were addressed by Spellman. Member Robert “Bob” Greer wanted to make sure the access to the new building would facilitate emergency vehicles if needed and Spellman answered to the affirmative.
 
Kidd inquired if the water line would be further than three feet from the building as he believed it showed in the plans. Spellman said it would be a minimum of 10 feet and the Commission unanimously approved the amendment with the provision on the water line being that distance included.
 
“(Bridgeport City Engineer) Beth (Fox) does not see any issues with this and I do not see any issues,” said Community Development Director Andrea Kerr.
