The Hotsinpiller Foundation Names Latest Scholarship Recipients

A branch of The Hotsinpiller Foundation, The James and Derek Hotsinpiller Memorial Scholarship announces latest scholarship recipients.
Lt. Jim Hotsinpiller was a member of the Bridgeport Police Department at the time of his passing. Derek followed in his father’s footsteps, entering law enforcement, and serving as a Deputy United States Marshal. He was fatally wounded while attempting to serve an arrest warrant. The scholarship was established to assist students interested in pursuing degrees in criminal justice.
Providing applicants maintain eligibility, scholarships are renewable each semester of undergraduate study. Scholarships for graduating seniors are $500 per semester, renewable for four years. Scholarships for college students who have completed their sophomore year in a related field of study are $1,000 per semester, renewable for two years.
Awards are also available to Law Enforcement Officers who are pursuing Criminal Justice degrees.
Since its inception, the Board has awarded more than 50 scholarships.
The following are 2023 recipients:
Ryan Deal is a Deputy Sheriff at the Preston County Sheriff’s Office where he is assigned to patrol. Mr. Deal currently serves on the SRT team with the Preston County Sheriff’s Office. He is working on his fourth year in law enforcement. Mr. Deal was named law enforcement of the year in 2022 in Preston County and is up for the running in 2023 again. Mr. Deal received All American Academic scholars in high school where he continued his education at Fairmont State University graduating with a bachelor’s degree in strategic leadership while on the Dean’s list and President’s list. Mr. Deal resides in Kingwood, WV. Mr. Deal is a member of the West Virginia National Guard where he serves with the 1/150th Cavalry Regiment out of Gassaway, WV. He loves to spend time with his family, hunting, and fishing. Mr. Deal is avid to learn more ways to help him at work and with the Army. He believes that everyday someone learns something new.
Delaney G. Haller entered Fairmont State University in the fall of 2023 to major in Criminal Justice and minor in National Security and Intelligence. During her first semester she maintained a 4.0 GPA and was part of the honors program. She is a dual sport athlete and received athletic scholarships for softball and soccer. She is a Student Athlete Advisory Committee representative. She graduated from Lincoln High School valedictorian with a GPA of 4.11. She served as Lincoln High School Student Body Secretary and National Honor Society President. She was class secretary her freshman, sophomore and junior year and member of the Drug Free Club. She was a member of the Key Club and served as treasurer. She was also a Student Council member and Executive Board member. She accumulated over 50 hours of community service hours specific to school-related extracurriculars. Organizations for which she volunteered included Shinnston Woman’s Club, Feed a Family Program, Turkey Trot, Angel Luv, Operation Shoe Box, Stepping Stones, and others. She received multiple honors including Exponent Telegram/Truist Athlete of the Week, two-time Big Ten All Conference Soccer – 1st team, NFCA/Max Preps Player of the Week for Southeast Region, and WV Sportswriters Association Class AA State Softball Team, second team, captain, All-County Softball – 1st Team, Big Ten All Conference Softball (pitcher of the year), and two-time Harrison County Softball Player of the Year, among others.
Isaac Cooley enrolled at Fairmont State University to obtain a bachelor’s degree in cybersecurity in the spring of 2020. He worked in fast food to pay for school and upon turning 18, he applied to the Harrison County Sheriff’s Office. He was hired in the summer of 2021 and took a semester off to attend the WVSP Academy. Because of the break in education, he lost the scholarship which had paid more than half of his tuition. He continued his education in the spring of 2022 while working at the HCSO. He was informed of the Hotsinpiller Scholarship through his agency.
Logan McCartney is a graduate of Robert C. Byrd High School, where he graduated with a 3.420 GPA and was involved in athletic and academic extracurricular activities. He was a member of Student Council, the Dream Team, Mountaineer Boys State, and Future Farmers of America. Logan played four years for the Eagles football team, serving as team captain, and receiving All-Harrison County accolades. Although he had other offers, he committed to playing football for West Liberty, where he is majoring in criminal justice. He has been interested in a career in law enforcement since his freshman year of high school and he ultimately plans to pursue a career with the FBI or DEA. He considers himself “determined” and feels he can make a difference in his hometown, state, and nation. Logan has volunteered in his community, coaching Rec-league basketball for kids and field days for his local elementary school. Logan is the son of Amanda McCartney.
Kaitlyn Archer-Lewis graduated from Bridgeport High School with a 4.05 cumulative GPA. She is attending West Virginia University, where she majors in Forensics/Criminology. She wants to pursue a career in law enforcement, particularly the FBI. She became especially interested in the field when she took forensics in high school. In October of 2022, she was accepted into and completed the FBI Teen Academy at the FBI CJIS Center in Clarksburg. Kaitlyn is a community volunteer, serving in local nursing homes, Friends Feeding Friends, the Harrison County Humane Society, Operation Christmas Child and Shop for Tots, among other organizations. While at BHS, she played softball for the Lady Indians, served as president of Key Club, Vice President of the French Honor Society and was on the board for Fellowship of Christian Athletes. She was a member of National Honor Society, Drug Free Club, French Club, DECA, and Girl Up. She is a member of All Saints Catholic Church and serves as a student leader for the Lifepointe Church Youth Group. The word she uses to describe herself is “perseverance.” Kaitlyn is the daughter of Karen Archer.
Brady Hosaflook graduated from Bridgeport High School, where he was active in the BHS Marching Band, Jazz Band, and National Honor Society. He was a member of the Boy
Scouts of America for seven years and prior to that was a Cub Scout. In Scouting, he earned the rank of Eagle. His Eagle project was to make and provide metal drop boxes for the people of Bridgeport to donate their old worn American flags. He has participated in several other community service projects. Brady is attending West Virginia University to study Forensic Biology. He plans to one day become a Forensic Anthropologist, so he plans to earn a master’s degree and doctorate in anthropology and osteology. He is drawn to the field because Forensic Anthropologists help solve countless missing person cases and provide solace to families. In one word, Brady would describe himself as “compassionate.” He is the son of Jason and Janeal Hosaflook.
Alicia Betarie attends Fairmont State University, where she majors in Criminal Justice and minors in Psychology. She is the daughter of Steven and Jacqueline Patterson of Quiet Dell. Alicia serves on the production team of Centerbranch Church. AT FSU, she played club volleyball her sophomore year. She made the Dean’s List her freshman year and the President’s List her sophomore and junior years. While attending Bridgeport High School, she played varsity volleyball and was a member of the Mountain Rage Volleyball Club and the National Honor Society. Her junior year, she enrolled at the United Technical Center to participate in the Criminal Justice Program. The program sparked her interest in the field. At the present time, Alicia plans to pursue work in reentry either as a Correctional Officer in a prison or as a Probation Officer. She wants to be able to provide resources to those who have been incarcerated, to help them succeed. She knows it is a stressful field but believes it will be rewarding as well. She currently works for the Department of Justice.
Sgt. Justin A. Hetherington of Salem is a combat veteran of the U.S. Army and has served as a police officer since 2016 starting his career in Texas. He is currently a police officer for the Town of Nutter Fort and is assigned to the K-9 Unit. He has been a K-9 officer since 2018. A career in law enforcement has been a lifelong goal and as he has grown in his career, he has realized that education is key to success in the field. Sgt. Hetherington is pursuing a bachelor's degree in criminal justice. He is a senior at Fairmont State University. After graduation, he plans to become a Deputy U.S. Marshal.

Held in Bridgeport each June, the Derek Hotsinpiller Fallen Stars Memorial 5K is a major fundraiser for the scholarship fund. Private and corporate donations are also instrumental.
